Allows local governments to create and enforce ordinances regulating pesticide sales and use to protect community health and safety, overriding previous state prohibitions on such local regulation.

Exempts pesticide use for agricultural production (crops, livestock feed, livestock management), water infrastructure maintenance, and marijuana cultivation from local government regulation.

Exempts pesticide use for land enrolled in water conservation programs (federal, state, or local), land fallowing programs, water banking programs, and land subject to water court decrees from local government regulation.

Exempts pesticide use by public utilities on their property and water supply entities maintaining collection, distribution, or conveyance facilities from local government regulation.

Prohibits local pesticide regulations unless guided by peer-reviewed science and consistent with federal law and Colorado pesticide regulations; preserves local government authority to comply with federal or state law requirements on pesticides.
