HB24-1186: Department of Higher Education Supplemental Appropriation

• Amends the fiscal year 2023-24 appropriations to the Department of Higher Education by modifying Part VII of SB 23-214, including adjustments to existing line items across multiple divisions and programs.

• Provides funding adjustments totaling $5,802,497,903 in total appropriations across general fund, general fund exempt, cash funds, reappropriated funds, and federal funds for higher education operations and programs.

• Includes specific allocations for governing boards (University of Colorado, Colorado State University System, community colleges, and other higher education institutions), financial aid programs, and College Opportunity Fund stipends.

• Establishes spending authority and transfer provisions for tuition/enrollment contingency funding and allows the Colorado Commission on Higher Education to transfer funds if tuition revenues exceed appropriated levels.

• Declares the appropriation necessary for the immediate preservation of public peace, health, safety, and support of state departments and institutions under the safety clause.
