Appropriates $377.9 million total to the Department of Local Affairs for fiscal year 2023-2024, amending Part XIII of SB 23-214.

Funds four main divisions: Executive Director's Office ($15.3 million), Property Taxation ($4.2 million), Housing ($164.5 million), and Local Government ($193.2 million).

Allocates $90 million for Local Government Mineral and Energy Impact Grants and Disbursements, with an estimated $49.5 million from the Severance Tax Fund and $40.5 million from the Mineral Impact Fund.

Provides $104.3 million for low-income rental subsidies and $41.2 million for affordable housing construction grants and loans under the Division of Housing.

Includes funding for volunteer firefighter retirement plans, firefighter benefits, conservation trust fund disbursements, and various community services and grant programs.
