Provides supplemental appropriations to the Colorado Department of State for fiscal year beginning July 1, 2023, amending Part XXI of SB 23-214.

Allocates $50,317,515 total funding across four divisions: Administration ($14,903,814), Information Technology ($11,255,384), Elections ($20,776,987), and Business and Licensing ($3,381,330).

Includes $15,800,000 for local election reimbursement to counties, with authority to spend up to 115% of allocated cash funds if reimbursements exceed the amount specified.

Funds are drawn from General Fund ($12,835,578), Department of State Cash Fund ($36,690,164), Federal Elections Assistance Fund ($234,488), and Indirect Costs Excess Recovery Fund ($457,349).

Declares the appropriation necessary for immediate preservation of public peace, health, and safety and for support and maintenance of state departments and institutions.
