Amends the 2023 budget (SB 23-214) to provide supplemental appropriations to the Department of the Treasury for fiscal year 2023-2024.

Appropriates $781,409,876 total, including $313,711,549 from the General Fund and $436,630,358 from cash funds for Treasury operations and programs.

Funds three main divisions: Administration ($8,966,622), Unclaimed Property Program ($3,421,487), and Special Purposes ($769,021,767) including property tax exemptions, lease purchases, and PERA liability distributions.

Includes $150 million in S.B. 17-267 collateralization lease purchase payments and $35 million for unfunded actuarial PERA liability, with multiple fund sources designated.

Includes safety clause declaring the appropriation necessary for immediate preservation of public peace and support of state departments and institutions.
