Maintains the budget stabilization factor at the original appropriation amount, resulting in a $23,964,790 decrease to the state share of districts' total program funding that remains in the state education fund.

Reduces the "State Share of Districts' Total Program Funding" appropriation from $4,831,538,341 to $4,807,573,551, with adjustments across general fund, exempt, and cash fund sources.

Requires the Department of Education and Legislative Council staff to make mid-year revisions using actual figures for pupil enrollment, assessed valuations, and tax revenue to adjust the budget stabilization factor as needed.
