Creates the State Funding for Senior Services Contingency Reserve Fund in the Department of Treasury to assist area agencies on aging and providers of eligible services during unforeseen circumstances.

Authorizes fund disbursements to cover direct costs of continuing eligible services for up to 90 days in cases of force majeure events, provider capacity disruptions, delays in state or federal appropriations, or emergency disaster declarations.

Appropriates $2,000,000 to the fund from the General Fund, with the State Treasurer transferring the money within three days of the bill's effective date.

Requires annual reporting to the Office of State Planning and Budgeting and Joint Budget Committee specifying which recipients received funds, disbursement amounts, and purposes for each distribution.

Schedules automatic repeal of the fund on September 1, 2029, subject to legislative sunset review under section 2-3-1203.
