Allows political subdivisions and ambulance services to submit established ground ambulance rates to the Division of Insurance for public posting on the division's website, with submission allowed once per calendar year.

Establishes reimbursement rates for out-of-network ambulance services at either the rates reported by the political subdivision where service originated, or 325% of Medicare rates under the "Health Insurance for the Aged Act" if no rates were reported.

Prohibits out-of-network ambulance services from billing covered persons for any outstanding balance not paid by carriers, except for coinsurance, deductibles, or copayments owed by the covered person.

Requires carriers to pay out-of-network ambulance services directly and advise both the service and covered person of any required patient cost-sharing amounts at claim disposition.

Takes effect 90 days after final adjournment of the general assembly, or November 2024 if subject to referendum approval, and applies to ambulance services provided on or after the effective date.
