Requires unit owners' associations to contact delinquent unit owners by TWO methods chosen from: telephone call with voice message capability, text message, or email before taking collection action on unpaid assessments, fines, or fees.

Allows unit owners to designate another person to receive delinquency notices and communications on their behalf and to request notices in a language other than English.

Permits associations to charge unit owners the actual cost of certified mail when sending notices or documentation via certified mail under this section or section 38-33.3-316(8).

Exempts timeshare units not occupied by residents on a full-time basis from the collection procedures modified by this bill.

Takes effect 90 days after final adjournment of the general assembly, subject to voter approval if a referendum petition is filed, and applies to delinquency notices sent on or after the effective date.
