Requires county commissioners and municipal governing bodies to adopt or amend building codes by December 1, 2026, to allow a single exit to serve up to 5 stories of multifamily residential buildings (Group R-2 occupancy).

Local governments must incorporate language from existing building codes of other American jurisdictions that permit single exits for up to 5 stories of Group R-2 occupancies.

The Department of Local Affairs shall provide technical assistance to county and municipal officials upon request to help satisfy these requirements.

Clarifies that adopting or amending building codes under this bill does not count as "adopting or enforcing a building code" for purposes of determining whether local governments must adopt energy codes.

Takes effect 90 days after final adjournment of the general assembly, unless subject to a referendum petition, in which case it requires approval by voters in the November 2024 general election.
