Requires the Colorado Department of Transportation (CDOT) to hold a public hearing on or before October 1, 2024, to identify any outdoor advertising rules that allow or might allow advertising devices that would disqualify the state from receiving federal-aid highway funding.

Mandates that CDOT review any rule provisions identified at the public hearing and determine if they would disqualify the state from receiving federal highway funding under federal effective control standards.

Requires CDOT to conduct new rulemaking to repeal or amend any identified provisions that would disqualify the state from receiving federal-aid highway funding payments.

Clarifies that state law does not permit the erection or maintenance of advertising devices that would disqualify Colorado from receiving federal highway funding made available to states meeting federal roadside advertising control standards.

Sunsets the new requirement on July 1, 2025, and takes effect 90 days after final adjournment of the general assembly, unless subject to a referendum petition.
