Requires workers on projects receiving awards exceeding $500,000 to be paid prevailing wages.

Specifies minimum rule requirements including prevailing wage payment, use of registered apprenticeships, employment of skilled and trained workforce, and in-house workforce training programs.

Exempts requirements if prohibited by federal law.
