HB 24-1250 Summary

• Creates a new driving improvement course program allowing individuals convicted of traffic infractions or misdemeanor traffic offenses to obtain a waiver of license suspension points upon successful course completion.

• Department of Transportation must promulgate rules establishing the number of points that may be waived, frequency of waivers, claim procedures, course approval processes, and fee amounts for the program.

• Driving improvement courses must be offered by approved commercial driving schools and cover Colorado traffic laws, hazardous traffic situation recognition, and accident prevention; courses may be taken in-person or online.

• Program excludes individuals holding commercial driver's licenses at time of violation and those convicted of serious traffic violations described in statute while operating commercial motor vehicles.

• Effective date is January 1, 2027, or upon department rule promulgation (whichever is earlier), with provisions for course approval fees and per-person waiver claims fees set by the department.
