• Extends the sunset date for regulation of nontransplant tissue banks from September 1, 2024 to September 1, 2033, allowing continued oversight by the Department of Regulatory Agencies.

• Requires nontransplant tissue banks to maintain chain of custody documentation for human remains and establish proper identification and tracking systems.

• Mandates clear disclosure to donors that tissue banks may sell human remains, compensate funeral establishments for transportation expenses only (not for remains themselves), and allows donors to restrict sales to foreign buyers or for nonmedical or military uses.

• Establishes that withdrawn or non-renewed tissue banks must maintain registration records and donor information for three years after the end of registration.

• Creates a private civil right of action with statutory penalties of $3,500 or greater for violations, with treble damages for willful violations and allowance of attorney fees and costs.
