Removes the Colorado State Advisory Council for Parent Involvement in Education from the September 1, 2024 repeal date and extends its authorization to September 1, 2030, implementing a 2023 sunset report recommendation.

Adds a representative from the Department of Early Childhood to the council's membership, appointed by the executive director.

Expands the council's advisory duties to include advising educator preparation programs about research-based family engagement strategies and providing feedback to state agencies about tools assisting families in navigating the education system.

Changes "response to intervention programs" to "multi-tiered system of supports" and replaces school-based parent resource centers language with educator preparation program advisory duties.

Appropriates $33,364 to the Department of Education for the 2024-25 fiscal year for school quality and support to implement the act.
