Creates a legislative interim committee on cell phone connectivity consisting of 6 voting members (3 senators, 3 representatives) and 6 nonvoting members (4 cell phone industry representatives, 1 Department of Transportation representative, 1 Department of Public Safety representative)

Committee must begin meeting no later than September 30, 2024, and may hold up to 6 meetings during the 2024 interim and up to 6 meetings during the 2025 interim, with authority to take up to 2 field trips per year

Committee shall focus on identifying gaps in cell phone coverage on major roadways, mountain passes, popular trailheads, rural communities, and historically disadvantaged communities, and examine the accuracy of cell phone company coverage maps

Committee may recommend up to 3 bills to the legislative council during each interim in which it meets

The entire section is repealed effective July 1, 2026, and the bill takes effect only if the legislative council does not prioritize establishing this committee for the 2024 and 2025 interims
