Extends the repeal date of the Colorado Commission for the Deaf, Hard of Hearing, and Deafblind from September 1, 2024 to September 1, 2031.

Directs the commission to consult with the Department of Personnel and Administration and Department of Labor and Employment to develop recommendations for establishing a centralized, statewide auxiliary services program for state departments and agencies.

Defines "auxiliary services" to include sign language interpretation, real-time captioning (CART), assistive listening devices, and equipment modifications to ensure communication access for deaf, hard of hearing, and deafblind individuals.

Renames the "Colorado deafblind citizens council" to the "Colorado deafblind advisory council" and updates related terminology throughout the statute.

Repeals the pilot program requirements for providing auxiliary services to state departments and agencies that were previously scheduled for 2019.
