Extends the repeal date of the Youth Restraint and Seclusion Working Group in the Division of Youth Services from September 1, 2024 to September 1, 2034

Removes the working group from the September 1, 2024 sunset review schedule in Colorado Revised Statutes 2-3-1203(15)(a)(V)

Adds the working group to the September 1, 2034 sunset review schedule in Colorado Revised Statutes 2-3-1203(25)(a)(IV)

Implements a recommendation from the 2023 Sunset Report by the Department of Regulatory Agencies

Takes effect 90 days after final adjournment of the general assembly, unless subject to a referendum petition filed by November 2024
