Expands the definition of bullying in Colorado law to explicitly prohibit bullying directed toward students based on their weight, height, or body size.

Amends the bullying definition in Colorado Revised Statutes 22-32-109.1 to include a pattern of bullying behavior targeting students on the basis of physical appearance characteristics.

Establishes legislative findings that weight-based bullying is a common form of school bullying that disproportionately affects Black, Indigenous, LGBTQ+ youth and contributes to disordered eating, depression, and reduced academic achievement.

Preserves First Amendment protections and does not restrict religious, political, or philosophical expression.

Takes effect 12:01 a.m. the day after the 90-day period following final adjournment, unless a referendum petition is filed, in which case it requires voter approval at the November 2024 general election.
