• Creates a searchable online database managed by the Department of Personnel containing all state grant opportunities, to be completed by December 31, 2025, and updated annually.

• Database must include grant purpose, eligibility criteria, award amounts, application procedures, timelines, grant writing assistance availability, performance criteria, and contact information for each grant opportunity.

• Establishes the Grant Assistance to Rural Communities Program administered by the Department of Local Affairs to help rural entities access state grants throughout the entire grant lifecycle.

• Defines rural communities as counties with populations under 25,000 residents or municipalities with populations under 10,000 that do not border larger municipalities.

• Requires the Department of Local Affairs to designate at least one full-time employee who resides in or works in a rural community to implement the program.
