HB 24-1293 Summary

• Amends the definition of "group benefit plans" to include voluntary benefits and flexible benefits as determined by the director, in addition to existing medical, dental, life, and disability benefits.

• Excludes from group benefit plans any benefits involving contributions or donations to candidates, political committees, political parties, or other political entities.

• Establishes "voluntary benefits" as benefit plans that state employees can select by contributing a predetermined portion of their salary, which may be matched by state contributions.

• Requires the director to complete a fiscal analysis of cost and outcome before any state contribution match becomes effective, including determining the number of state employees retained as a result of offering the benefit.

• Takes effect at 12:01 a.m. the day following the 90-day period after final adjournment of the general assembly, unless subject to a referendum petition filed within that period.
