Requires custodians to evaluate public records requests within 2 days and notify requesters about applicable costs, fees, and extenuating circumstances that may extend the response period.

Extends the presumed "reasonable time" for responding to requests from 3 working days to 5 working days, with extension periods increased from 7 to 10 working days, except for mass media and newspersons who retain the 3-day standard.

Allows custodians to designate requesters as "vexatious" or determine requests are for "direct solicitation of business for pecuniary gain" with 30-day response periods for each category; requesters may appeal to district court and custodians can recover full costs for pecuniary gain requests.

Prohibits disclosure of student contact information beyond addresses and telephone numbers, allows denial of employee calendar inspection except for elected officials and leadership positions, and permits treating multiple requests from the same person within 14 days as a single request for fee calculation purposes.

Requires public entities to post CORA rules, policies, and instructions on websites or physical locations, and mandates general assembly members retain public records for a minimum of 60 days.
