Clarifies that political party caucuses in the General Assembly are subject to the Colorado Open Meetings Law (COML) only when meetings relate to public business of the General Assembly.

Excludes other types of caucuses made up of General Assembly members from COML requirements unless members are meeting as a quorum of another state public body.

Defines "serial meetings" as a series of meetings between 2+ members that individually don't constitute a quorum but collectively do, and designates them as violations of COML.

Exempts electronic written communication between General Assembly members from COML requirements, except when such communication occurs contemporaneously during a quorum meeting about public business or constitutes a serial meeting.

Requires meeting notices to specify applicable statutory provisions and meeting minutes to include attendee names, attendance method (in-person/virtual/hybrid), and whether a recording was made.
