Makes possession of any amount of fentanyl, carfentanil, benzimidazole opiate, or analogs thereof a level 4 drug felony, effective July 1, 2024

Eliminates the previous tiered penalty structure that distinguished between possession of 1-4 grams (level 4 felony) and possession under 1 gram (level 1 misdemeanor)

Removes the "reasonable mistake of fact" defense that previously allowed defendants to claim they did not know the substance contained synthetic opiates and receive a reduced level 1 misdemeanor charge

Applies to all offenses committed on or after July 1, 2024
