HB 24-1307: HVAC Infrastructure Improvement Projects in Schools

• Establishes comprehensive requirements for school HVAC improvements using federal and state funding, including ventilation assessments, MERV 13 filtration installation, and CO2 monitoring systems.

• Requires schools undertaking HVAC projects with federal funding to employ certified contractors and comply with federal labor standards including Davis-Bacon Act prevailing wages and registered apprenticeship programs.

• Creates mandatory assessment procedures including measurement of outside air ventilation rates against International Mechanical Code standards, testing of economizers and demand control ventilation systems, and building pressurization verification.

• Mandates preparation of HVAC assessment reports by qualified personnel reviewed by licensed mechanical engineers, followed by HVAC verification reports submitted to the Department of Education within 30 days of project completion.

• Authorizes the Governor's office to provide grant writing support and technical assistance to local education providers for federal HVAC funding applications and allows use of existing Infrastructure Investment and Jobs Act cash fund resources for school projects.
