Removes the requirement that individuals with disabilities pay for reasonable modifications to rental premises at their own expense.

Allows landlords to condition permission for modifications on renters agreeing to restore the interior to its pre-modification condition, accounting for reasonable wear and tear.

Amends Colorado Revised Statutes 24-34-502.2 to clarify that discrimination against individuals with disabilities includes refusing to permit reasonable modifications necessary for full enjoyment of the premises.

Takes effect 12:01 a.m. on the day following the 90-day period after final adjournment of the general assembly, subject to possible referendum petition.
