• State Department of Health Care Policy and Financing shall conduct a feasibility study on whether to seek federal authorization to provide nutrition, housing, and tenant supportive services to Medicaid members addressing health-related social needs.

• Study must address costs, implementation factors, affected populations, funding mechanisms, and timeline for services including up to six months of rental assistance, temporary housing, utility assistance, and up to three medically tailored meals per day.

• Study must examine housing transition navigation services, pre-tenancy services, eviction prevention, one-time moving costs, and nutrition prescriptions for medically vulnerable populations including children, youth under 21, and pregnant persons.

• If feasibility study determines services would be budget neutral to the general fund through offsetting reductions in medical services expenditures, state department shall seek federal authorization no later than July 1, 2025.

• Appropriates $222,920 from general fund for 2024-25 fiscal year and anticipates $222,919 in federal funds for feasibility study implementation, with feasibility report due to Joint Budget Committee by November 10, 2024.
