• Creates the Out-of-School Time Program Grant Program to provide grants to eligible nonprofit organizations offering academic enrichment and related services to K-12 public school students before/after school, during seasonal breaks, and on staff in-service days.

• Eligible entities must be 501(c)(3) nonprofits with at least 5 years' experience providing affordable and comprehensive academic enrichment, with programs operating at least 4 days per week during school year (10+ hours) and 25+ hours per week during summer.

• Appropriates $3.5 million annually for fiscal years 2024-25, 2025-26, and 2026-27 from the general fund, with funding repealing July 1, 2029.

• Prioritizes grant awards to entities serving students struggling in school, qualifying for free/reduced-price meals, English language learners, and those unable to afford programs based on household income; students can be charged $0-$100 per fiscal year based on income scale.

• Requires grantees to submit annual reports with student participation data, attendance hours, performance measures, and academic achievement outcomes; Department of Education must evaluate program outcomes and submit summarized reports to education committees by March 31 each year.
