Removes the rule-making function of the Department of Early Childhood executive director from the September 1, 2024 repeal date and extends the sunset review to September 1, 2031.

Amends Colorado Revised Statutes Section 26.5-1-105(1)(c) to delay the repeal of the executive director's rule-making authority by seven years, from 2024 to 2031.

Implements a recommendation from the 2023 Sunset Report by the Department of Regulatory Agencies regarding the Department of Early Childhood's regulatory functions.

Takes effect 90 days after final adjournment of the general assembly, unless a referendum petition is filed; in that case, requires approval by voters at the November 2024 general election.
