Continues regulation of private occupational schools and their agents under Colorado law instead of allowing it to sunset on September 1, 2024, moving the repeal date to September 1, 2035.

Extends the Private Occupational School Division and Private Occupational School Board operations for an additional 11 years, with subsection (36) itself repealing on September 1, 2037.

Requires the Department of Regulatory Agencies to conduct a review of private occupational school regulation prior to the September 1, 2035 repeal date in accordance with standard sunset review procedures.

Amends change of ownership requirements to clarify that buyers must apply for board approval prior to or within 30 days of ownership transfer, and that school certificates of approval are automatically suspended until approval is received.

Implements recommendations from the 2023 sunset review conducted by the Department of Regulatory Agencies regarding private occupational education regulation.
