Changes legislative declaration to classify idling standards as a matter of "mixed local and statewide concern" rather than solely statewide concern.

Allows local governments to adopt or enact resolutions or ordinances concerning vehicle idling that are at least as stringent as, but not more stringent than, the state idling standard.

Adds exemption for critical service or utility providers performing their duties to idle without restriction.

Clarifies that all exemptions set forth in the state idling standard apply to any local resolution, ordinance, or law concerning idling.

Takes effect 12:01 a.m. the day after the ninety-day period following final adjournment of the general assembly, subject to referendum petition.
