Creates new offense of "unlawful storage of a firearm in a vehicle" as a civil infraction, effective January 1, 2025.

Requires handguns left unattended in vehicles to be stored in locked hard-sided containers out of plain view, with containers placed in locked vehicles, locked trunks, or locked recreational vehicles.

Requires non-handgun firearms to be stored in locked hard-sided or soft-sided containers with the same vehicle storage options, and mandates locking devices on firearms stored in soft-sided containers.

Exempts antique firearms, non-handgun firearms used in farm/ranch operations on private property, persons living in vehicles, peace officers, hunters with valid licenses, hunter education instructors, and active military members on duty.

Allows persons with disabilities to store firearms in locked soft-sided containers without violation, and grants immunity from prosecution for those who report lost or stolen firearms.
