Creates the Colorado Disability Opportunity Office (CDOO) within the Department of Labor and Employment as a Type 1 entity, headed by a Director appointed by the Executive Director in consultation with the Governor's Office.

Transfers the Colorado Disability Funding Committee from the Department of Personnel to the CDOO effective July 1, 2024, maintaining its 13-member composition with a majority being individuals with disabilities or their family members/caregivers.

Establishes the CDOO's duties including convening a disability technical advisory committee across state agencies, developing resources for individuals with disabilities, creating equity plans with shared performance dashboards, and coordinating multi-agency reports on disability issues.

Moves the "Laura Hershey Disability Support Act" (previously Part 22 of Article 30 of Title 24) to Article 88 of Title 8, including programs to assist individuals in obtaining disability benefits and investigating/funding innovative disability projects.

Appropriates $5,538,925 from the disability support fund for the 2024-25 fiscal year and adjusts existing appropriations, with the law taking effect July 1, 2024 and scheduled for sunset review September 1, 2029.
