Commission a financial study to analyze costs to the state, local education providers, and students for providing postsecondary and workforce readiness programs (college credits, industry credentials, work-based learning); study due December 1, 2024

Create the Colorado Statewide Longitudinal Data System within the Office of Information Technology to connect education and workforce data from contributing state agencies and measure long-term outcomes of education and workforce programs

Establish a Colorado Statewide Longitudinal Data System Governing Board with representatives from the Departments of Education, Higher Education, Early Childhood, Labor and Employment, and the Chief Information Officer to oversee data governance and sharing

Require state agencies including the Department of Education, higher education institutions, and workforce agencies to contribute education and workforce readiness data to the statewide longitudinal data system beginning in fiscal year 2025-26

Appropriate $800,000 from the general fund for fiscal year 2024-25 to the Department of Education and transfer $5 million from the general fund to a cash fund for data system development and implementation costs
