• Requires existing operators, owners, and employees to complete background checks by October 1, 2025, and prospective employees to complete checks before employment begins; prospective operators/owners must complete checks at least 30 days before assuming their positions.

• Allows local governments to deny massage facility licenses or revoke existing licenses based on applicants' or employees' convictions for prostitution, human trafficking, money laundering, sex offender registration status, or previous license revocations.
