Creates a Broadband Infrastructure Cash Fund in the state treasury for the Department of Corrections to install broadband infrastructure at five correctional facilities: Denver Reception and Diagnostic Center, Fremont Correctional Facility, Denver Women's Correctional Facility, Buena Vista Correctional Complex, and San Carlos Correctional Facility.

Transfers $4,570,741 from the General Fund to the new Broadband Infrastructure Cash Fund on July 1, 2024, with all interest and income from the fund credited back to it.

Appropriates $4,570,741 to the Department of Corrections for the 2024-25 fiscal year, with $4,482,661 designated for broadband infrastructure maintenance and remaining funds allocated to management, support services, and staffing (0.9 FTE).

Requires annual appropriation by the General Assembly before the Department may expend money from the fund.

The fund and this statute automatically repeal on July 1, 2027, with any unexpended and unencumbered money transferred back to the General Fund on that date.
