Changes language in section 26.5-4-209(3)(b) to allow the department to use remaining preschool programs cash fund money annually appropriated for additional preschool services, rather than requiring it to be used.

Modifies section 26.5-4-209(4) to allow the department to use remaining annually appropriated money from the fund to ensure availability of quality, voluntary preschool services through mixed delivery systems.

Adds new section 26.5-4-209(5.5) prohibiting the General Assembly from appropriating the full balance of the preschool programs cash fund before the start of a fiscal year, with the unappropriated balance designated as a reserve.

Permits the department to request supplemental appropriations from the preschool programs cash fund reserve through the Joint Budget Committee under existing budget procedures.
