Increases the percentage of tobacco litigation settlement money transferred to the Colorado Nurse Home Visitor Program from 26 percent to 28.7 percent beginning in fiscal year 2016-17 and each year thereafter.

Amends Colorado Revised Statutes 24-75-1104.5 and 26.5-3-507 to reflect the new 28.7 percent allocation rate for the nurse home visitor program fund.

Appropriates $1,734,924 to the Department of Early Childhood's Division of Community and Family Support for fiscal year 2024-25 for home visiting services.

Applies a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety and for state appropriations.
