• Appropriates $24,000,000 from the state education fund to provide one-time funding to school districts and institute charter schools that enrolled new arrival students between October 1, 2023, and February 29, 2024

• Defines "new arrival student" as a student who moved from another country to Colorado, has been in the U.S. for less than one year, has limited English proficiency, and whose enrollment is their first school enrollment in the United States

• Distributes funding in tiered amounts based on number of new arrival students enrolled, ranging from $15,000 for 1-5 students to $750,000 for 501 or more students, plus $4,500 per new arrival or net student, whichever is lesser

• Department of Education retains up to $50,000 for administrative costs and must finalize and distribute all funds by May 31, 2024

• The new funding section automatically repeals effective July 1, 2026, making this a temporary authorization for the 2023-24 budget year only
