Amends Colorado Revised Statutes 24-48.5-121 to extend the state treasurer's required annual transfer to the Procurement Technical Assistance Cash Fund from the general fund.

Increases the transfer period from ten years to nineteen years, with $220,000 transferred annually on July 1st beginning in 2015.

The fund receives $220,000 per year for the initial period plus any additional amounts provided by the General Assembly.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, safety, and state appropriations.
