Office of Information Technology must evaluate the Department of Higher Education's IT functions and services by November 1, 2024, to assess consolidation possibilities.

Evaluation must assess business function, criticality, capacities, complexity, technical debt status, risk, and integration capability across 11 IT service areas including asset management, data, database services, end-user support, identity and access, network infrastructure, server and storage, applications, security, disaster recovery, and supported sites.

Chief Information Officer may contract with third parties to conduct all or part of the evaluation.

If consolidation is determined beneficial, the Office of Information Technology shall create a proposed consolidation plan with accompanying budget.

$280,000 appropriated to the Office of Information Technology from the general fund for 2024-25 fiscal year to implement the evaluation; the statute repeals effective July 1, 2025.
