• Delays the repeal of specialty education program funding at area technical colleges and local district colleges from December 31, 2024 to July 1, 2026.

• Exempts increased general fund appropriations for 2024-25 and 2025-26 fiscal years from student financial assistance requirements under Section 23-3.3-103 when those appropriations result from phasing out federal Families First Coronavirus Response Act (FFCRA) reimbursements and payments.

• Decreases the general fund appropriation for need-based grants by $2,273,392 for the 2024-25 state fiscal year to the department of higher education.

• Applies a temporary exemption that automatically repeals on July 1, 2026 to allow for a transition period as federal COVID-19 relief funding winds down.
