Clarifies that the Adjutant General may disburse state money from the Real Estate Cash Fund and Capital Construction Fund for repairs and improvements to state military buildings and installations, subject to General Assembly appropriation.

Specifies that purchases of buildings or real property for National Guard use, and any capital construction performed on such property, are subject to the provisions of Part 13 of Article 3 of Title 2 concerning capital development.

Requires the Adjutant General to submit reports to the Capital Development Committee prior to acquiring real property, describing anticipated use, maintenance costs, property value, usage restrictions, and potential liability.

Requires the Capital Development Committee to provide recommendations within 30 days of receiving a real property acquisition report, which the Adjutant General must consider before completing the acquisition.

Takes effect 12:01 a.m. the day after the 90-day period following final adjournment of the General Assembly, or upon voter approval at the November 2024 general election if a referendum petition is filed.
