Creates the Healthy Food Incentives Program within the Department of Public Health and Environment to address food insecurity in Colorado's low-income communities.

Requires the department to partner with a statewide nonprofit organization experienced in healthy food incentive programs and farmers market coordination to provide incentives for fresh Colorado-grown fruits and vegetables.

Limits administrative expenses to $10,000 for the department and 5 percent of program funds for the nonprofit organization to maximize incentive distribution.

Appropriates $500,000 from the general fund for the 2024-25 fiscal year to implement the program as part of chronic disease prevention efforts.

Addresses documented food insecurity affecting one in three Coloradans and disproportionately impacts communities of color, seniors, and lower-income families while supporting local agricultural producers.
