State Auditor shall conduct an audit of license fees paid into three health-care cash funds (Health Facilities General Licensure, Assisted Living Residence, and Home Care Agency) to determine if fees are used efficiently for administration and enforcement requirements.

License fees for health facilities, assisted living residences, and home care agencies will increase by 8 percent for fiscal year 2025-26, then 6 percent annually for fiscal years 2026-27 through 2028-29.

Beginning fiscal year 2029-30 and thereafter, fee increases will equal the annual percentage change in the Denver-Aurora-Lakewood Consumer Price Index for all items paid by urban consumers.

Fees must be updated and published by March 1 of each year they take effect and are no longer subject to rule-making by the state board starting in fiscal year 2025-26.

Bill takes effect July 1, 2024.
