• Law enforcement agencies failing to meet crime reporting requirements to the Division of Criminal Justice become ineligible for grants under three programs: the Multidisciplinary Crime Prevention Grant Program, the Law Enforcement Workforce Recruitment and Retention Grant Program, and the SMART Policing Grant Program, unless they are working with the division to meet requirements.

• Changes three grant program funds from continuously appropriated to subject to annual appropriation by the general assembly, requiring explicit legislative approval each year.

• Transfers $3 million from the general fund to the Multidisciplinary Crime Prevention and Crisis Intervention Grant Fund on July 1, 2024, with this subsection repealing on July 1, 2025.

• Extends the repeal date for the Multidisciplinary Crime Prevention and Crisis Intervention Grant Program from January 1, 2025 to July 1, 2027.

• Appropriates $14,493,178 for the 2024-25 fiscal year: $7,031,919 for SMART policing grants, $3,868,229 for multidisciplinary crime prevention grants, and $3,593,030 for law enforcement workforce recruitment and retention grants.
