• Exempts the Wildlife Cash Fund created in section 33-1-112(1)(a) from the definition of "cash fund" under capital construction funding rules and excludes it from mandatory transfers to the capital construction fund.

• Requires the state treasurer to transfer $1,198,224 from the Capitol Complex Renovation Fund to the Wildlife Cash Fund and $273,204 to the Division of Parks and Wildlife for lottery proceeds purposes, both effective July 1, 2024.

• Reduces the wildlife cash fund appropriation to the Department of Natural Resources for the 2024-25 fiscal year by $199,068 for annual depreciation-lease equivalent payment.
