Creates the Stable Housing for Survivors of Domestic or Sexual Violence Program within the Department of Human Services to provide financial assistance for housing to survivors eligible for Colorado Works Program assistance.

Requires the state department to contract with community-based advocacy organizations by January 1, 2025 to distribute funds for short-term assistance payments toward stable housing.

Appropriates $2,000,000 annually from the Colorado Long-Term Works Reserve for state fiscal years 2024-25 through 2028-29 to fund the program.

Requires the Colorado Works Program to account for and report all funds used for the program in its annual report to the Joint Budget Committee.

Includes an appropriation of $2,000,000 for the 2024-25 fiscal year and authorizes 1.3 full-time equivalent positions for the Office of Economic Security to implement the program.
