Eliminates the $65 processing fee that defendants previously paid to the Colorado Bureau of Investigation for sealing criminal justice records in the bureau's custody.

Requires the Colorado Bureau of Investigation to waive record sealing costs for persons whose records were court-ordered sealed but not yet sealed by the bureau as of the bill's effective date, with a June 30, 2026 deadline to complete the sealing.

Appropriates $441,529 from the general fund to the Department of Public Safety for the Colorado Bureau of Investigation, including $393,829 for 6.0 additional FTE positions and $47,700 for operating expenses related to the biometric identification and records unit.

Decreases the Colorado Bureau of Investigation Identification Unit Fund appropriation by $159,220 to offset costs of implementing the fee elimination.

Sunsets the record sealing cost waiver provision on June 30, 2027, after which no costs for sealing records shall be assessed.
