Removes the governor's approval requirement for early parole decisions for offenders who committed felony offenses before age 21 and successfully completed a specialized program.

Transfers early parole decision-making authority from the governor to the state board of parole for eligible participants in the specialized youth offender program.

Requires the state board of parole to review applications, conduct hearings with victim participation rights, and make parole decisions within 90 days of receiving applications.

Updates reporting requirements to track the number of specialized program participants granted early parole by the parole board instead of the governor.

Applies to two statutes governing parole eligibility for youthful offenders and juvenile offenders convicted as adults under section 17-22.5-403 and 17-22.5-403.7.
